Digital Engineering is a catalyst for change in engineering methods and tools. In order to fully realize the change, architectures and other formal methods are necessary; and necessary to be understood by the user. This presentation will describe the digital engineering concept, where the DoD is in the change process, and set the stage for discussions on the value to systems development.

Ms. Philomena (Phil) Zimmerman is the Director for Engineering Tools and Environments within the Department of Defense (DoD) Office of the Deputy Director for Engineering which includes Digital Engineering and Engineeirng Infrastructure identification. She supports elements of R&E related to policy, practice, and workforce development, as well as the R&E use of digital practices. She has a bachelor of science in mathematics from St. John Fisher College, with an emphasis in Computer Science from Rochester Institute of Technology. She is DAWIA Level 3 certified in Engineering and Test and Evaluation.
